Should children under a certain age be sedated before being allowed on to any flight?

Its obvious parents on planes are either unwilling or unable to discipline children. And bringing a baby on a flight is just flat out stupid and cruel, so why not have congress pass a law mandating these brats be sedated before flights (except for medical exceptions of course).
