If Haiti’s gov’t is in such disarray, how can they be organized and have the time to prosecute missionaries?

I think there is a lot of scamming going on. First we hear the government is in shambles, but then they pick up missionaries and immediately have them in the court system, while they supposedly need our military to keep order in the midst of chaos…….something is fishy here………
